KB4516065 is a security rollup patch released in September 2019. Since its release two of it’s dependencies have changed and the patch from MS will not install without help.
Error: Installation Fails with Error 0x80092004
Download the patch from the Microsoft catalog along with two other need prerequisites. Reboot after each install. Once done run Windows Update again.

KB4474419 is a tricky one as the patch has its own updates. You might need to uninstall it first and then re-install the latest update.
The cause for this issue is Microsoft change which signing method they used for patches. SHA-1 was the old standard but it’s no longer cryptography secure.

If you’re having issues it’s possible you’re missing one more patch KB4516655 and it’s prerequisite KB4490628. Download and install these two patches. Reboot after each install.
